The Office of the State Comptroller (OSC) has issued guidance on accounting for subscription-based information technology arrangements (SBITAs) and accounting for it in the ST-3.
GASB Guidance
The Governmental Accounting and Standards Board (GASB) has issued Implementation Guide No. 2023-1. Implementation Guidance Update – 2023 which contains new questions and answers that address application of GASB standards on leases, GASB 87, subscription-based information technology arrangements GASB 96, and accounting changes. The guidance also includes amendments to previously issued implementation guidance on leases. The guidance in Implementation Guides is cleared by the Board and constitutes Category B GAAP.
